Effective March 1, 2012, the U. S. Embassy in Lisbon and U.S. Consulate General in Ponta Delgada will no longer process immigrant visa (IV) or diversity visa (DV) applications. These offices will neither schedule nor conduct IV or DV interviews after March 1, 2012; all immigrant and diversity visa interviews and adjudications for residents of Portugal and France will take place at the U.S. Embassy in Paris, France.

TECH TITANS FUND UNDOCUMENTED STUDENTS

"A group of Silicon Valley technology leaders, impatient with attempts to rewrite immigration laws, is funding efforts to help undocumented youths attend college, find jobs and stay in the country despite their illegal status.

The group includes Jeff Hawkins, inventor of the Palm Pilot; and the family foundations of Andrew Grove, co-founder of Intel Corp.; and Mark Leslie, founder of the former Veritas Software Corp. Laurene Powell Jobs, widow of Apple Inc. co-founder Steve Jobs, has for years supported undocumented students through her organizations that help low-income high-school students.

Practice Alert: Predictions on EB-2 Priority Date Movement in FY2012 for China-mainland Born and India

Charlie Oppenheim, Chief, Immigrant Visa Control & Reporting in the State Department, provided AILA with further information on priority date movement in the EB-2 category for China-mainland born and India for the remainder of FY2012. When the May Visa Bulletin is published, the China and India EB-2 cut-off will retrogress to August 15, 2007. Demand is still increasing at a very high rate and must be checked to maintain numbers for natives of other countries. As for projections for the remainder of the year, it is too early to predict movement. USCIS has informed Mr. Oppenheim that they will continue to "preadjudicate" adjustment applications received through April. The "preadjudicated" cases will be held by the State Department in the "pending" demand file. That way, the cases will be ready in October, or earlier, if the current number use pattern changes, and they are needed at the end of this fiscal year to assure utilization of the full employment-based permanent resident visa allocation.

A few weeks ago, USCIS kicked off its Entrepreneurs in Residence (EIR) initiative in earnest by convening an informational summit; participants included high level administration officials, business entrepreneurs and immigration lawyers. This USCIS initiative was announced last October and is intended to give USCIS new ideas and approaches to dealing with entrepreneurial business models.
